MONDAY. JANUARY 15, 2001 DEATHS DAYTON DAILY NEWS Deaths Elsewhere Toledo mayor accused of striking 5 employees He won several awards for his work, irF eluding a national award in 1941 for one of his first photographs, The Muskegon Chronicle reported. Tourcotte was inducted into the International Photography Hall of Fame and Museum in Santa Barbara, in 1979. He is survived by his wife, two daughters and one son. KYRA VAYNE, 84: Opera singer; Friday in London of cancer.

Vayne was a star of the 1940s and 1950s whose talents later went unnoticed for more' than three decades until she was rediscoM ered in the 1990s: "ii Born in St. Petersburg, Russia, Vayne fled the 1917 Bolshevik Revolution with her! family and was eight when they settled in London. She began a successful opera career in the 1940s, and sang for allied troops during, World War II. She later joined the Russian Opera Company, then based at Savoy Theater. he had raised an estimated $3 million.

Shearer also encouraged links between St. Anne's, the main Anglican church in Belfast, and St. Patrick's Cathedral, its Roman Catholic counterpart, during sectarian violence. Christmas 2000 was Shearer's final Santa duty he had been due to retire in May, He raised $600,000 in donations this season. He was educated at Trinity College, Dublin.

His ministerial posts included rector at Ballynahinch, a small town east of Belfast. He later became rector of Seagoe to the south and had been dean at St. Anne's since 1985. COURNEYE G. TOURCOTTE, 80: One of the first photographers inducted into the Photography Hall of Fame; Wednesday in Norton Shores, Mich, of Alzheimer's disease.

Tourcotte specialized in richly colored portraits of well-known people including late Michigan Gov. George Romney. tentatively have agreed to settle her lawsuit for $35,000. The other exchange came when Finkbeiner met in July with John Skiadas, a restaurant owner who was building an outlet at the city-owned market. Skiadas told police the mayor yelled obscenities at him, poked him and threatened to run him out of town.

The mayor said he was upset that Skiadas was using a city grant to build the restaurant but was slow in getting it done. The mayor said he used strong words but didn't assault Skiadas. Finkbeiner, meanwhile, has met with state and county Democratic leaders around Ohio in hopes of building support for a run at a statewide office. He doesn't think his reputation and the recent allegations would hurt him with voters. "They don't expect Jesus Christ to be a candidate for president, governor or mayor," Finkbeiner said.

"They want to know: is he honest, does he work hard, does he take money beneath the table, does he get things done?" He ticks off a list of accomplishments since beginning his first term seven years ago quadrupled the miles of streets paved, tripled the number of abandoned homes demolished and doubled housing inspections. "With fewer employees, we've tripled or quadrupled the amount of work we're doing," he said. Rep. Jack Ford, leader of the Ohio House Democrats, served on Toledo City Council with Finkbeiner and said he would never count the mayor out. "I don't think he's done anything so troubling that no one would give him a shot," Ford said.

"These things in Toledo won't hurt him in Alliance or East Liverpool." The top thing you need to run statewide is a reputation for being a fighter, Ford said. "People have a way of ignoring the silliness, particularly if you own up to it," he said. "They want someone who's candid and someone who's going to fight for them." 91 12" il'i't oi; WILLIAMS, Gertrude 10 "HoneyMama this life on Tuesday, January 9, 2001. Finkbeiner says he is the target of false allegations Br John Skewer Asmriukil Press TOLEDO, Ohio He's an old-style football coach in the mayor's office. Toledo Mayor Carty Finkbeiner admits he'll swear and scream when he thinks an employee isn't working hard enough. He'll threaten to cut their pay or worse.

And he'll outwork anybody. In a little over a year, though, three people have accused the mayor of striking them. Police say the most recent claim was a lie. In another case, a probable cause hearing is a scheduled Tuesday to determine whether charges should be filed against Finkbeiner over a heated exchange he had with a restaurant owner. The allegations come at a troubling time for Finkbeiner, a Democrat.

He is set to leave office at the end of the year and is actively testing the waters for a run at statewide office. "I want to be treated fairly," he said. "Just because I'm the biggest fish in the fishbowl doesn't mean I should be targeted by some who have another agenda." Finkbeiner, who refers to his staff as "Team Toledo" and once coached at the University of Toledo, said his reputation as a demanding leader has led to false allegations. "What's been institutionalized here is that, yes he's tough, yes he's aggressive, yes he's demanding, and all those things, but he crosses the line and he physically attacks people," Finkbeiner said. "That untrue," he said emphatically.

"I have not hurt, physically, any person in this city in my adult life." City Councilman Wade Kapszukiewicz, a frequent critic of the mayor, said he thinks Finkbeiner puts himself in situations where he can get into trouble. "Why is it always the mayor who's always being accused of this?" he asked. "It's embarrassing for the city." The mayor says the allegations against him have been motivated by people seeking revenge, publicity and money. Carolyn Smithers, a former city employee who ran the Erie Street Market, in a lawsuit accused the mayor of threatening to hit her and striking her with a coffee mug. Finkbeiner denied Smithers' allegations and said she was upset that he removed her as the market manager.
